On which foundation was the New Testament built?
(Romans 15:4) For all the things that were written aforetime were written for our instruction, that through our endurance and through the comfort from the Scriptures we might have hope*
* (1 Corinthians 9:10) Or is it altogether for our sakes he says it? Really for our sakes it was written, because the man who plows ought to plow in hope and the man who threshes ought to do so in hope of being a partaker.
(Hebrews 3:6) but Christ [was faithful] as a Son over the house (Israel) of that One. We are the house of that One, if we make fast our hold on our freeness of speech and our boasting over the hope firm to the end.
(1 Peter 1:10) Concerning this very salvation a diligent inquiry and a careful search were made by the prophets who prophesied about the undeserved kindness meant for YOU.
Whom did Paul address here with his use of the plural personal pronouns our, we and
So, on which foundation?
Primarily on the things written aforetime: the Old Testament documentation
and the experiences of Jesus and the Apostles.
Any inspired information from God in the manner of the O.T. documentation?
None other than a measure of short-term Israel-related prophecy and a revealing
of Jehovah's heavenly domain along with the resolution of all the Genesis issues
Here now for the New Covenant prophecy in Jeremiah 31:31-34:
Behold, the days come, saith Jehovah, that I will make a new covenant with the house of Israel, and with the house of Judah:
32 not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was a husband unto them, saith Jehovah.
33 But this is the covenant that I will make with the house of Israel after those days, saith Jehovah: I will put my law in their inward parts, and in their heart will I write it; and I will be their God, and they shall be my people:
34 and they shall teach no more every man his neighbor, and every man his brother, saying, Know Jehovah; for they shall all know me, from the least of them unto the greatest of them, saith Jehovah: for I will forgive their iniquity, and their sin will I remember no more. American Standard Version

Luke 24:45 Then opened he their mind, that they might understand the scriptures;
John 5:39 Ye search the scriptures, because ye think that in them ye have eternal life; and these are they which bear witness of me; 40 and ye will not come to me, that ye may have life.
Acts 17:1-2 Now when they had passed through Amphipolis and Apollonia, they came to Thessalonica, where was a synagogue of the Jews: and Paul, as his custom was, went in unto them, and for three sabbath days reasoned with them from the Scriptures,
Acts 17:11 Now these were more noble than those in Thessalonica, in that they received the word with all readiness of the mind, examining the Scriptures daily, whether these things were so.
Acts 18:24-28 Now a certain Jew named Apollos, an Alexandrian by race, an eloquent man, came to Ephesus; and he was mighty in the scriptures. 25 This man had been instructed in the way of the Lord; and being fervent in spirit, he spake and taught accurately the things concerning Jesus, knowing only the baptism of John: 26 and he began to speak boldly in the synagogue. But when Priscilla and Aquila heard him, they took him unto them, and expounded unto him the way of God more accurately. 27 And when he was minded to pass over into Achaia, the brethren encouraged him, and wrote to the disciples to receive him: and when he was come, he helped them much that had believed through grace; 28 for he powerfully confuted the Jews, and that publicly, showing by the scriptures that Jesus was the Christ.
Romans 1:1-2 Paul, a servant of Jesus Christ, called to be an apostle, separated unto the gospel of God, 2 which he promised afore through his prophets in the holy scriptures,
Romans 15:4 For whatsoever things were written aforetime were written for our learning, that through patience and through comfort of the scriptures we might have hope.
Romans 16:26 but now is manifested, and by the scriptures of the prophets, according to the commandment of the eternal God, is made known unto all the nations unto obedience of faith:
1 Corinthians 15:3-4 For I delivered unto you first of all that which also I received: that Christ died for our sins according to the scriptures; 4 and that he was buried; and that he hath been raised on the third day according to the scriptures;
2 Peter 3:13-18 But, according to his promise, we look for new heavens and a new earth, wherein dwelleth righteousness
14 Wherefore, beloved, seeing that ye look for these things, give diligence that ye may be found in peace, without spot and blameless in his sight. 15 And account that the longsuffering of our Lord is salvation; even as our beloved brother Paul also, according to the wisdom given to him, wrote unto you; 16 as also in all his epistles, speaking in them of these things; wherein are some things hard to be understood, which the ignorant and unstedfast wrest, as they do also the other scriptures, unto their own destruction.
17 Ye therefore, beloved, knowing these things beforehand, beware lest, being carried away with the error of the wicked, ye fall from your own stedfastness. 18 But grow in the grace and knowledge of our Lord and Saviour Jesus Christ. To him be the glory both now and for ever. Amen.
Jude 4 For there are certain men crept in privily, even they who were of old written of beforehand unto this condemnation, ungodly men, turning the grace of our God into lasciviousness, and denying our only Master and Lord, Jesus Christ.
For the singular Scripture reference by NT contributors & writers here from ASV:
Mark 12:10 Have ye not read even this scripture: The stone which the builders rejected, The same was made the head of the corner;
Luke 4:21 And he began to say unto them, To-day hath this scripture been fulfilled in your ears.
John 2:21-22 But he spake of the temple of his body. 22 When therefore he was raised from the dead, his disciples remembered that he spake this; and they believed the scripture, and the word which Jesus had said.
John 8:37-42 I know that ye are Abraham’s seed: yet ye seek to kill me, because my word hath not free course in you. 38 I speak the things which I have seen with my Father: and ye also do the things which ye heard from your father. 39 They answered and said unto him, Our father is Abraham. Jesus saith unto them, If ye were Abraham’s children, ye would do the works of Abraham. 40 But now ye seek to kill me, a man that hath told you the truth, which I heard from God: this did not Abraham. 41 Ye do the works of your father. They said unto him, We were not born of fornication; we have one Father, even God. 42 Jesus said unto them, If God were your Father, ye would love me: for I came forth and am come from God; for neither have I come of myself, but he sent me.
John 10:34-36 Jesus answered them, Is it not written in your law, I said, ye are
35 If he called them gods, unto whom the word of God came (and the scripture cannot be broken), 36 say ye of him, whom the Father sanctified and sent into the world, Thou blasphemest; because I said, I am the Son of God?
John 13:18 I speak not of you all: I know whom I have chosen: but that the scripture may be fulfilled: He that eateth my bread lifted up his heel against me.
John 17:12 While I was with them, I kept them in thy name which thou hast given me: and I guarded them, and not one of them perished, but the son of perdition; that the scripture might be fulfilled.
John 19:28-37 After this Jesus, knowing that all things are now finished, that the scripture might be accomplished, saith, I thirst. 29 There was set there a vessel full of vinegar: so they put a sponge full of the vinegar upon hyssop, and brought it to his mouth. 30 When Jesus therefore had received the vinegar, he said, It is finished: and he bowed his head, and gave up his spirit.
31 ¶ The Jews therefore, because it was the Preparation, that the bodies should
not remain on the cross upon the sabbath (for the day of that sabbath was a high
day), asked of Pilate that their legs might be broken, and that they might be taken
away. 32 The soldiers therefore came, and brake the legs of the first, and of the
other that was crucified with him:
33 but when they came to Jesus, and saw that he was dead already, they brake not his legs:
34 howbeit one of the soldiers with a spear pierced his side, and straightway there came out blood and water. 35 And he that hath seen hath borne witness, and his witness is true: and he knoweth that he saith true, that ye also may believe. 36 For these things came to pass, that the scripture might be fulfilled, A bone of him shall not be broken. 37 And again another scripture saith, They shall look on him whom they pierced.
John 20:1-9 Now on the first day of the week cometh Mary Magdalene early, while it was yet dark, unto the tomb, and seeth the stone taken away from the tomb.
2 She runneth therefore, and cometh to Simon Peter, and to the other disciple whom Jesus loved, and saith unto them, They have taken away the Lord out of the tomb, and we know not where they have laid him.
3 Peter therefore went forth, and the other disciple, and they went toward the tomb.
4 And they ran both together: and the other disciple outran Peter, and came first to the tomb;
5 and stooping and looking in, he seeth the linen cloths lying; yet entered he not in. 6 Simon Peter therefore also cometh, following him, and entered into the tomb; and he beholdeth the linen cloths lying, 7 and the napkin, that was upon his head, not lying with the linen cloths, but rolled up in a place by itself. 8 Then entered in therefore the other disciple also, who came first to the tomb, and he saw, and believed. 9 For as yet they knew not the scripture, that he must rise from the dead.
Acts 1:15-17 And in these days Peter stood up in the midst of the brethren, and said (and there was a multitude of persons gathered together, about a hundred and twenty), 16 Brethren, it was needful that the Scripture should be fulfilled, which the Holy Spirit spake before by the mouth of David concerning Judas, who was guide to them that took Jesus. 17 For he was numbered among us, and received his portion in this ministry.
Acts 8:30-35 And Philip ran to him, and heard him reading Isaiah the prophet, and said, Understandest thou what thou readest? And he said, How can I, except some one shall guide me? And he besought Philip to come up and sit with him. 32 Now the passage of the Scripture which he was reading was this, He was led as a sheep to the slaughter; And as a lamb before his shearer is dumb, So he openeth not his mouth: 33 In his humiliation his judgment was taken away: His generation who shall declare? For his life is taken from the earth.
34 And the eunuch answered Philip, and said, I pray thee, of whom speaketh the prophet this? of himself, or of some other? 35 And Philip opened his mouth, and beginning from this Scripture, preached unto him Jesus.
Romans 4:1-3 What then shall we say that Abraham, our forefather, hath found according to the flesh? 2 For if Abraham was justified by works, he hath whereof to glory; but not toward God. 3 For what saith the scripture? And Abraham believed God, and it was reckoned unto him for righteousness.
Romans 9:14-18 What shall we say then? Is there unrighteousness with God? God forbid.
15 For he saith to Moses, I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion. 16 So then it is not of him that willeth, nor of him that runneth, but of God that hath mercy. 17 For the scripture saith unto Pharaoh, For this very purpose did I raise thee up, that I might show in thee my power, and that my name might be published abroad in all the earth. 18 So then he hath mercy on whom he will, and whom he will be hardeneth.
Romans 10:10-11 For the scripture saith, Whosoever believeth on him shall not be put to shame.
Romans 11:1-6 I say then, Did God cast off his people? God forbid. For I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin. 2 God did not cast off his people which he foreknew. Or know ye not what the scripture saith of Elijah? how he pleadeth with God against Israel: 3 Lord, they have killed thy prophets, they have digged down thine altars; and I am left alone, and they seek my life. 4 But what saith the answer of God unto him? I have left for myself seven thousand men, who have not bowed the knee to Baal. 5 Even so then at this present time also there is a remnant according to the election of grace. 6 But if it is by grace, it is no more of works: otherwise grace is no more grace.
Galatians 3:7-14 Know therefore that they that are of faith, the same are sons
8 And the scripture, foreseeing that God would justify the Gentiles by faith, preached the gospel beforehand unto Abraham, saying, In thee shall all the nations be blessed. 9 So then they that are of faith are blessed with the faithful Abraham.
10 For as many as are of the works of the law are under a curse: for it is written, Cursed is every one who continueth not in all things that are written in the book of the law, to do them. 11 Now that no man is justified by the law before God, is evident: for, The righteous shall live by faith; 12 and the law is not of faith; but, He that doeth them shall live in them. 13 Christ redeemed us from the curse of the law, having become a curse for us; for it is written, Cursed is every one that hangeth on a tree: 14 that upon the Gentiles might come the blessing of Abraham in Christ Jesus; that we might receive the promise of the Spirit through faith.
Galatians 3:22 But the scriptures shut up all things under sin, that the promise by faith in Jesus Christ might be given to them that believe.
Galatians 4:22-31 For it is written, that Abraham had two sons, one by the handmaid, and one by the freewoman. 23 Howbeit the son by the handmaid is born after the flesh; but the son by the freewoman is born through promise. 24 Which things contain an allegory: for these women are two covenants; one from mount Sinai, bearing children unto bondage, which is Hagar. 25 Now this Hagar is mount Sinai in Arabia and answereth to the Jerusalem that now is: for she is in bondage with her children. 26 But the Jerusalem that is above is free, which is our mother.
27 For it is written, Rejoice, thou barren that bearest not; Break forth and cry,
thou that travailest not: For more are the children of the desolate than of her that
hath the husband.
28 Now we, brethren, as Isaac was, are children of promise. 29 But as then he that was born after the flesh persecuted him that was born after the Spirit, so also it is now. 30 Howbeit what saith the scripture? Cast out the handmaid and her son: for the son of the handmaid shall not inherit with the son of the freewoman. 31 Wherefore, brethren, we are not children of a handmaid, but of the freewoman.
1 Timothy 5:17-18 Let the elders that rule well be counted worthy of double honor, especially those who labor in the word and in teaching. 18 For the scripture saith, Thou shalt not muzzle the ox when he treadeth out the corn. And, The laborer is worthy of his hire.
2 Timothy 3:16 “All Scripture is inspired by God and profitable for teaching, for reproof, for correction, for training in righteousness;” NAS
Every scripture inspired of God is also profitable for teaching, for reproof, for correction, for instruction which is in righteousness. 17 That the man of God may be complete, furnished completely unto every good work.
James 2:7-8 Yea, a man will say, Thou hast faith, and I have works: show me thy faith apart from thy works, and I by my works will show thee my faith. 19 Thou believest that God is one; thou doest well: the demons also believe, and shudder. 20 But wilt thou know, O vain man, that faith apart from works is barren? 21 Was not Abraham our father justified by works, in that he offered up Isaac his son upon the altar? 22 Thou seest that faith wrought with his works, and by works was faith made perfect; 23 and the scripture was fulfilled which saith, And Abraham believed God, and it was reckoned unto him for righteousness; and he was called the friend of God. 24 Ye see that by works a man is justified, and not only by faith. 25 And in like manner was not also Rahab the harlot justified by works, in that she received the messengers, and sent them out another way? 26 For as the body apart from the spirit is dead, even so faith apart from works is dead.
James 4:4-5 Ye adulteresses, know ye not that the friendship of the world is enmity with God? Whosoever therefore would be a friend of the world maketh himself an enemy of God. 5 Or think ye that the scripture speaketh in vain? Doth the spirit which he made to dwell in us long unto envying?
1 Peter 2:6-10 Because it is contained in scripture, Behold, I lay in Zion a chief
corner stone, elect, precious: And he that believeth on him shall not be put to shame.
7 For you therefore that believe is the preciousness: but for such as disbelieve,
The stone which the builders rejected, The same was made the head of the corner;
8 and, A stone of stumbling, and a rock of offence; for they stumble at the word,
being disobedient: whereunto also they were appointed. 9 But ye are an elect race,
a royal priesthood, a holy nation, a people for God’s own possession, that ye may
show forth the excellencies of him who called you out of darkness into his marvellous
10 who in time past were no people, but now are the people of God: who had not obtained mercy, but now have obtained mercy.
2 Peter 1:19-21 And we have the word of prophecy made more sure; whereunto ye do well that ye take heed, as unto a lamp shining in a dark place, until the day dawn, and the day-star arise in your hearts: 20 knowing this first, that no prophecy of scripture is of private interpretation. 21 For no prophecy ever came by the will of man: but men spake from God, being moved by the Holy Spirit.

Where the N.T. differs from its O.T. foundation, it has been falsified by the early apostates as they amalgamated with the Roman state for mutual accommodation and satisfaction when Jesus hadn't returned.
